Rebecca Matlock Hutchinson currently serves as the Site Director for Soulsville, USA, a traditionally underserved community, which is rich in musical history, culture, and proud residents.

As Site Director, Rebecca works directly with the residents of Souslville, USA, assisting them in building their individual and community capacity. This is accomplished through the facilitation of resident-driven neighborhood initiatives which include a community survey, town hall meeting, and issued-focused working teams. She works to develop and nurture relationships with community partners. Rebecca facilitates collaborations between residents and community stakeholders, while connecting them with resources.

Her professional experience also includes over 20 years with the City of Memphis. Most of those years were with the Division of Housing and Community Development (HCD) where she administered the nearly half million dollar Tennessee Housing Development Agency (THDA) grant, as well as monitored over 100 contracts representing thousands of dollars allocated for community development and social service projects. Rebecca also worked closely with the Neighborhood Stabilization Program, an initiative of the Obama Administration which targeted specified Memphis zip codes identified as areas with high rates of foreclosed properties. She also served in the Neighborhood Redevelopment Department, the community outreach component of HCD, where her responsibilities included assisting in the planning and implementation of the regional Neighborhood Redevelopment Conference, as well as providing technical assistance to nonprofit grassroots organizations and neighborhood associations.

Rebecca’s professional career also includes serving as a job developer to Family First participants in a University of Tennessee Health Science Center job training program. And with the Shelby County Child Support Office, she played a prominent role in program development.

A strong advocate of community volunteerism, Rebecca has been actively involved in her community, church, and various nonprofit organizations for several years. These include mentoring youth, local theatre, and participating with neighborhood and community projects. Some of these projects included raising over $2,500.00 through ioby (In Our Backyard) for a neighborhood mural and facilitating the development of a community art piece and rock/art garden, also funded through ioby.

Rebecca received her undergraduate degree from Oberlin College in Oberlin, Ohio and her Master's Degree from the University of Memphis. Additionally, she is a Certified Nonprofit Professional, also earned from the University of Memphis.

Rebecca Matlock Hutchinson is a native of Memphis, Tennessee. However, just as important, she and her husband, Dr. Noel G. L. Hutchinson, Jr., are proud residents of Soulsville, USA.
